OBJECTIVE AND POSITION SUMMARY
The Medical Director of Psychiatric Services is responsible for
oversight of the current psychiatric service delivery model of
CPLC's Integrated Health and Human Service Programs. Existing
programs include both outpatient and residential behavioral health
as well as substance abuse services within clinical environments.
The Medical Director provides oversight to the quality of
psychiatric care in coordination with the leadership at each
facility and works to promote evidence-based practice and to ensure
proper care is provided to all members
SUPERVISORY RESPONSIBILITIES
The Medical Director is responsible for providing clinical
supervision, support and assistance to the medical staff
(psychiatrists, nurse practitioners, registered nurses, licensed
practical nurses) at all IHHS behavioral health facilities.
SPECIALIZATIONS
The Medical Director must have demonstrated skills and abilities in
a management capacity relevant to the integrated health model,
specifically within a non-profit organization. Must demonstrate
awareness and sensitivity to cultural issues and community
practices of low income and at-risk families, including dual
language speakers. Must have experience providing services to both
adult and child populations, Court Ordered Treatment processes, and
provision of services to Seriously Mentally Ill individuals.
PRIMARY DUTIES AND ESSENTIAL FUNCTIONS
- Provides regularly scheduled, and as needed, direct clinical
supervision for all medical staff (Nurse Practitioners, Registered
Nurses and Licensed Practical Nurses) at all CPLC behavioral health
programs
- Ensure that performance reviews are completed annually for
staff under direct supervision, including establishing specific,
individual professional development goals. In addition, will make
recommendations for and implements employee disciplinary actions up
to and including termination when necessary
- Works with Program Directors to identify and implement new
medical service modalities to expand the range of medical services
offered within Integrated Health & Human Services
- Responsible for communicating with medical staff regarding
psychiatric and general clinical initiatives and system changes,
quality of psychiatric care issues, and other matters. This
includes, at minimum, monthly on-site medical staff meetings at
each behavioral health facility and the facilitation of feedback to
the medical staff regarding barriers to effective care and/or
concerns and needs
- Responsible for identifying system opportunities for
improvement in psychiatric and general clinical care.
- Provides after-hours and weekend back-up call assistance to
on-call prescribing clinicians and Crisis Services (24-hour on-call
availability to meet AHCCCS and RBHA requirements)
- Responsible for facilitating peer reviews, monitoring
activities and implementing Corrective Action Plans and Performance
Improvement Plans, intended to address the delivery of quality
psychiatric care and promoting identified standards of
practice
- Reviews and monitors all Court Ordered Treatment (COT) members
to ensure compliance with Arizona State Law. Facilitates the
completion, review and signing of amendments and PAD petitions
originated by Nurse Practitioners.
- Carries a caseload and maintains a daily on-site schedule of
member appointments
- Accurately and thoroughly documents all services and activities
in the medical record according to policy using approved forms and
electronic systems.
- Participates in the orienting and mentoring of new staff
members to psychiatric care job performance expectations
- Participates in recruiting and retention efforts. Responsible
for promoting and role modeling practice according to the recovery
model principles; knows and practices engagement skills including
motivational interviewing; and ensures that psychiatric staff
assist members to define and achieve their own recovery goals.
- Represent the agency, as requested, in community and
professional forums and to government agencies.
- Inform the Vice President of IHHS in a timely manner of all
relevant political, financial, clinical, and liability issues and
make recommendations for any changes in procedures
- Coordination and collaboration with health plans and other
provider organizations
- Participates in health plan Medical Director, statewide
provider, and Credentialing and Privileging meetings as invited by
managed care organizations and insurance plans
- Commit to the provision of culturally competent services
- Perform other duties as assigned
MINIMUM QUALIFICATIONS AND COMPETENCIES
- Education /Background:
- Medical Doctor or Doctor of Osteopathy with a specialty in
Psychiatry
- Licensed in the State of Arizona as a medical doctor.
Successfully completed psychiatric residency program.
- Valid DEA certification required.
- Minimum 3 years post-doctoral experience in the delivery of
mental health treatment to children, adolescents and seriously
mentally ill adults.
- Equivalent combinations of education and experience may be
considered to meet the qualifications of this position.
- Management experience required.
- Other Requirements:
- Must have, or be eligible to obtain, a Level 1 fingerprint
card.
- Current CPR/First Aid (or equivalent) certification.
- Must have and maintain a valid driver's license and auto
insurance within Arizona.
- Must have proven leadership experience across multiple lines of
services and in multiple locations including experience in
supervising multiple levels of direct reports.
- Must be committed to diversity and have strong leadership and
management skills as well as excellent oral and written
communication skills.
- Bilingual Spanish/English preferred but not required.
